right click on frame -> data property -> select maplex label engine

open label manager -> click expression

placement property -> fitting -> options -> force split

uncheck overrun -> check reduce font size -> options

conflict resolution -> interior weight 0, boundary weight 600

after labeling adjustment

parcel boundary -> length as text

label position -> position -> offset straight

use abbreviate label for street
