blender glass with ice 1

create glass
extrude circle -> scale -> solidify

create water
extrude another circle -> alt click to select top circle
ctrl + f -> select grid fill
right click -> subdivide
object data property -> add vertex group

add displacement modifier
select vertex group -> direction z -> texture cloud -> adjust cloud size

modifier -> reduce strength
object data property -> auto smooth
right click water -> shade smooth
